Overview:

Home LA Development is seeking an On-Site Property Management Coordinator that will take residence in a newly developed 18-unit permanent supportive housing (“PSH”) complex consisting of three separate buildings each with tenants from Los Angeles County’s Coordinated Entry System (“CES”).

The position is required to be on-site at the property per agreement, but the nature of the work is to allow flexible hours.

About the Property:

Home LA is a part of a joint venture with Life Ark Communities and Illumination Foundation called LifeArk Tyler to develop and manage a 18-unit permanent supportive housing complex available and leased to homeless families or individuals in the City of El Monte who are referred through the Coordinated Entry System (“CES”) and lack housing or live in transitional housing or a supervised public or private facility providing temporary living quarters.

The property is the first deployment of Life Ark’s newly patented form of modular units that have been recognized by the County of LA as an innovative form of housing to help tackle the homelessness issue in the region. Life Ark is an award winner of Los Angeles County Homeless Initiative’s Homeless Innovation Challenge.

Through the partnership with Illumination Foundation, LifeArk Tyler will provide permanent supportive housing and ongoing intensive case management (ICMS) services to medically vulnerable homeless individuals stepped down from Illumination Foundation’s Recuperative Care Services (IFRC).

Home LA will provide property management services for LifeArk Tyler along with community support services such as life skills classes, emotional & spiritual wellness practices, and community building.

Position Summary:

The On-Site Property Management Coordinator will ensure a stable operation by working in cooperation with Home LA, LifeArk Communities, and Illumination Foundation to foster a healthy community life for the residents on-site.

This position will oversee aspects of the unit/tenant relationship, including leases, lease compliance, rent collection, written communication with tenants about lease violations, inspections, maintenance requests, furnishings, new unit prep, and unit turnover with support from the Home LA CEO and CFO.

Additionally, the position will work cooperatively with Home LA, Illumination Foundation, and Life Ark Communities to ensure that all tenants receive prompt and accurate communication regarding their tenancy and
that communication is supportive and promotes housing retention. All interactions with clients will occur in a supportive, non-judgmental way that aligns with Housing First and Harm Reduction practices.

Following a Permanent Supportive Housing model, this Position manages the daily program operations of the site. He/she will uphold high standards of quality for supportive services, works closely with an interdisciplinary direct- service team to empower residents, and build a safe community that promotes stabilization and housing retention. The ideal candidate promotes housing first principles by using best practices like Trauma Informed Care, Housing First, Harm Reduction and Critical Time Intervention to support tenants in maintaining their housing.

Home LA is open to collaborative ideas with candidates to determine the best working relationship conditions and applicants are encouraged to suggest ideas on various set up arrangements as the position is unique in nature.

Position Duties:

Position requires in-unit tenancy at LifeArk Tyler. See Exhibit A for details.
Be the primary point of contact for and coordinate with tenants regarding maintenance requests.
Serve as the primary liaison between the tenants and the property ownership.
Assist with rental collection
Assist with leasing and move ins. Prepare existing units for tenant turn-over as needed.
Coordinate all leases and lease compliance. Communicate building standards to tenants and provide written document for all lease violations. Work with Illumination Foundation’s ICMS case worker to communicate lease expectations with clients/tenants and follow up on infractions according to policy.
Maintain positive and cooperative relationships with landlords, staff, partnering agencies and community volunteers who work within or provide services and support to the program.
Participate in staff and team meetings as requested.
Ensure cleanliness of common areas and that building systems (ie: HVAC, plumbing, etc) are in good working order at all times. Coordinate repair & maintenance vendors as needed.

Position Qualifications / Competencies
Excellent communication skills.
Previous property management or real estate experience (preferred)
Strong organizational skills, attention to detail, ability to work independently, and ability to work with difficult tenants with compassion and patience.
Working knowledge of computer skills, especially Microsoft Word and Excel.
Property management experience preferred.
A collaborative, positive, and mature approach and an ethic of teamwork.
Must be comfortable working in a Housing First and Harm Reduction setting.
Ability to solve financial, maintenance and people problems logically and creatively with minimal supervision or direction
Ability to diffuse conflicts before they escalate
Demonstrated integrity on a professional level and ability to work in a collaborative team setting,
Physical Activity: Performs all or some of the following tasks during the workday: sitting, standing, walking, reading, writing/typing, speaking and listening. May lift and carry up to 20-30lbs periodically, stoop/reach to file or obtain documents from cabinets/drawers.

Compensation

Home LA will provide a private bedroom and bathroom for the in-unit property management coordinator. No monetary compensation is provided at this time. The position lends flexibility in working hours and applicants would be allowed to have other jobs in addition to this position.
